Eowyn finishes tending Waterwhisp and decides to ride on him in the fields outside the stable for a while. "Would you do me the honor of riding by my side on Waterwhisp for a while?" Eowyn asks.

"There is a first time for everything," Eowyn observes. "But if it is against your will, I will understand." Waterwhisp just stands there quietly, looking at Eowyn with pleading eyes to be ridden. Eowyn looks back at her horse and smiles... "Don't worry, Balin," she adds.

"Mae govannen, siidhwen! (Well met, peace friend!)" Eowyn says to Legolas, speaking in the limited amount of Elven tongue which she knew. Being an Eorling, she couldn't speak Sindarin well; only a few phrases.
Eowyn goes out of the stable doors with Balin and Waterwhisp begins to prance back and forth happily. "Easy, boy. Keep it steady," Eowyn says, holding his reins and ropes tight.

I would hardly think it wise to attack one who is not only more powerful than you, but also taller.
Especially one who has not made any threatening move.
To attack without reason is never a good move if you want to retain your reputation as a fair fighter.
